The commercial property in Gurgaon, under present market conditions, is expected, if not on downward trend, then surely, it has to undergo slow and a static phase, for next few years. The investors in rat race to earn quick money, got swayed away by enthusiastic builders and promoters who had been responsible of developing commercial real estate in most unplanned manner.

In absence of “Real estate Regulatory Authority”, neither any survey has been conducted to determine the demand and supply ratio, nor the planned methods have been adopted to ensure the safety of the investor. The builder and promoters continue to develop commercial property with their ultra motives ignoring the responsibility of social justice, as a result several commercial properties in Gurgaon are giving a deserted look.

The commercial property can broadly be categorized as following:

About a decade and a half back there had been a great demand commercial office space in Gurgaon and Noida, as Delhi was unable to meet with rapid growing demand of MNCs, who had then just started moving to India for their operations for Indian as well as for the other Asian markets, as some of the MNCs opted Gurgaon for their regional headquarters, which had the advantage of close proximity to International Airport. With fresh demand the requirements were huge as several MNCs required large floor plates as a result, the companies like DLF & Unitech swung into action, as these professional companies had the ability and resources to deliver the results in a time bound schedule. Over a period of time the companies started settling and the demand gained stability. But having seen the success rate of DLF and Unitech, suddenly, there was a awakening call for new player in the field, who also attracted the investor and had their share of prosperity as well. While the demand was settling down, the enthusiasm of the investor and builder continued, resulting into several lacs of commercial office space lying vacant on prime locations like Golf course Road, Sohana Road and other prominent areas of Gurgaon.

IT industry offered new era of opportunities starting with Call centers BPOs, KPOs, setting a new avenues of employment opportunities. At that time Gurgaon was a good destination for IT MNCs because of cheaper office space and manpower. Suddenly Gurgaon witnessed the mushrooming of call centers. It is understood, foreseeing the massive demand the builder approached the authorities to approve more of FSI/FAR (more of coverage) for IT Building and after getting such approval again swung into action resulting into worst fate compared to commercial property as over a million of IT Space is lying vacant on NH-8, Udhyog Vihar, Sohna Road etc.

In as early as 2002-2003 Shopping Mall was a thrilling concept for residents of Gurgaon as well as Delhites as Gurgaon was pioneer in starting Shopping Malls. Loads of people would visit these malls to experience and share the unique experience of shopping world class brands, Food courts and PVRs. As soon Shopping Malls were commissioned in Delhi (Vasant Kunj-Saket-West Delhi), the foot-fall from Delhi visitor reduced and with availability of Metro residents of Gurgaon had an comfortable option of visiting Saket Malls. The Gurgaon-Mall fever was reducing amongst the visitors but it did not deter the enthusiasm of investors and builder as in the case as stated above Commercial and IT Space, and has met the similar fate as most Shopping malls on Sohna Road are giving deserted look, A well known developer has not been able to commission its malls on NH-8 and Golf course road. Even on prominent location of MG Road, while, one project seems to be abandoned while other two projects seems to be creeping towards its commissioning.

Besides Shopping malls there has been quite a noticeable growth of shopping complexes through out Gurgaon, Besides shopping areas as provided in HUDA Sectors , South City, DLF City and Sushant lok, it is understood that present estimated growth is over 2500 shops in the areas of Mayfield, Nirwana Country, South City-2, Malibu Town and Sohna Road, whereas, most of them are giving deserted look.

Seeing the gloomy picture of Commercial Real estate scenario it is suggested more thoughtful efforts should be made by all concerned for a balanced and purposeful growth and development.

HUDA Plots in Gurgaon

1.Parking Problems

The increasing prosperity in millennium city of Gurgaon is victim of several prosperity related problems and one them is “Parking problem”. The number of vehicles are increasing every day, crowding the roads with parking at all possible places, some times leading to road rage as well. It is well understood by all concerned that soon the parking is going to be a serious issue.

According to reliable sources, in an effort to create more parking space in residential colonies, the authorities are considering of a new rule for the plots, to keep the entire Ground floor free for parking and construct on pillars the upper floors. The sources add, that government may enhance the floor area ratio (FAR) and the new rule may allow more than the current of 60%. As presently, it is allowed to construct ground floor on the basis of 60:40 ratio. The construction is allowed on 60% of the plot size, leaving 40% as defined set backs by authorities.

However, it is understood that percentage of increased FAR is still to be worked out. The proposed rule if works out, would enable the occupants of all the three floors to park the cars inside reducing the feared congestions on the roads

Real estate regulatory authority: A Justified need

Multifold boom in real estate has excelled in the investment segment, leaving behind many other investment options. To avail business opportunity many of the new players have emerged in the market as Real estate developers, while the new entrants have some of the professionally managed companies, at the same time some of the “fly by night operators” are in the fray as well, moreover it has becomes a task for a investor to identify the genuine developer.

It should also exercise control over the advertisements of the projects to carry true picture of total transparency for the end user.

The Real estate regulatory authority, should also administer a Grievance cell to take appropriate action on genuine complaints against defaulter developers. All other measures to be deigned to protect the interest of the investor.

The effective working of Real estate regulatory authority would automatically generate the trust and confidence amongst the end users giving a healthier look to real estate scenario.

Gurgaon Infrastructure Part 2

Disaster Management

Gurgaon that has become a hub for multinationals, has witnessed a remarkable growth in Residential, Commercial, Institutional and Healthcare segment. Its emergence as Millennium city has attracted the attention of investors as well as end users. The strategic location of Gurgaon on NH-8 with close proximity to IGI Airport, made it a favorite destination for investment from different field of real estate.

In this remarkable speedy growth, the high rise buildings were not only limited to residential and commercial segment but high rise trend continued in other segments of real estate like Hotels, Hospitals, Institutional buildings and Shopping malls etc.

There was a need to have increase in the “Disaster Management measures” keeping a pace with over all growth. Fire fighting measure in Gurgaon seem to be inadequate as compared with safety needs of this bustling city with increase of high rise buildings and new real estate projects being announced every day. It is understood that Gurgaon has over 700 buildings as high as 90 meters, while many more are under construction and the fire department does not seem to have fire fighting hydraulic platforms matching these heights, therefore, it is very difficult to deal with an accident if happens at that height.

Moreover, it is understood from reliable sources that presently Gurgaon has four fire stations including the latest in Udyog Vihar and even the number of Fire tenders and fire fighters is not sufficient.

The improvement on Fire Fighting infrastructure is being considered by the administration on high priority and would make efforts for a continuous progress. While these efforts are being made at the same time, the authorities should also create awareness of social responsibility and motivate people to participate in providing additional support to the infrastructure.

  • It should be made mandatory for the builders, to provide a space for Fire Station in the colony being promoted by them and they should be obliged to provide as well as maintain, the required equipment at the same
  • As a part of social responsibility, big industrial units and MNCs should support and fund the Government to improve the Fire Fighting infrastructure
  • Fire fighting training and drills should be conducted in high rise gated complexes and residents should be encouraged to participate
  • In high-rise buildings, besides providing for fire fighting, it should be mandatory to have fire extinguishers and First Aid Boxes (the usage of the same should be explained to the residents)
  • NGOs like Rotary, should create fire fighting awareness and provide Fire extinguishers in Labor camps as well as in Jhuggi-Jompri areas.

While the Government is planning for the best available Fire safety measures equipment & resources at the same time, there should be unconditional support from each and every citizen of Gurgaon.

Gurgaon Infrastructure

Determined efforts of Haryana Government to improve the transport infrastructure of Gurgaon, coupled with positive future planning of Rapid Metro Rail Gurgaon (RMG), Enso Rail Systems (IERS) and DLF Metro Limited, it seems that planned infrastructure is going to exceed in standards to many major metro cities in the world. The proposed smart infrastructure is going be a combination of Sky walks, RMG network and connectivity to the IGI International Airport.

It is understood that by 2013 the RMG project will connect DLF Cyber city with Sikanderpur Metro station making a loop of about 6kms. Besides this feasibility study to connect Sikanderpur Metro station with end of Golf course road has been completed. According to sources this project is being promoted by the consortium company of ITNL, Enso Rail Systems and DLF Metro limited. It is further understood that for the easy access of the commuters, RMG plans “Sky walks” between the office buildings and 4 Metro Stations.

The proposed Airport connectivity of Gurgaon in 2013 seems to be another “feather in the cap” of infrastructure. Some of the reliable sources reveal that DMRC is seriously looking into the possibilities of extending Airport Express line to Gurgaon. In this context, there is every likelihood of project being awarded to Reliance infrastructure and if so, after that, the project would complete in two years time as Reliance infrastructure already have the expertise and have experienced the 22.7 km stretch of airport expressway. The overall momentum seems to be on positive side and it should bring desired results in a time bound schedule.
